It is a requirement under the Department of Health Technical Memorandum HTM06-03 and HTM 06-02 that for each High Voltage and Low Voltage system for which an Authorised Person is appointed, a ring binder file, titled "Operational Procedure Manual" (OPM) shall be kept. The Operational Procedure Manual should contain:
a) Certificates of Appointments; b) Operational Restrictions /Safety Alerts, Hazard Notices; c) Inspection Reports; d) Cancelled Operation Restriction; e) Demarcation agreements between management and external contractors; f) Operational agreements with Supply Authorities i.e. EDF Energy; g) Original copies of any approved completed Safety Programs; h) Current schematics of the electrical system; j) Details of protective equipment, test equipment and portable earthing equipment kept within the premises, including specifications, operators or users instructions, maintenance instructions and calibration records. Should an electrical incident occur on your site, the HSE or other investigative body will seek to establish that the appropriate management policies were in place.
